Notice of Intent to Apply Authority to Impose and Use a Passenger Facility Charges at Portland International Airport
The Port of Portland (Port) has determined the need to apply to the Federal Aviation Administration (FAA) to impose and use a passenger facility charge (PFC) at Portland International Airport (PDX). PFC proceeds will be used to fund eligible project costs for the PDXNext Terminal Core Redevelopment project at the Airport. The Port is posting this public notice as part of the PFC application process under 14 CFR ยง 158.24. As part of this process, the Port is providing the public with the following information regarding proposed PFC Application #14:
Section 158.24(b)(i-ii) - Description of projects and brief justification
- PDXNext Terminal Core Redevelopment
PFC PAYGO Total: $225,000,000
The PDXNext Terminal Core Redevelopment project (the TCore Project) involves the expansion and major redevelopment of the existing terminal complex; including ticketing, baggage makeup, security screening and baggage claim areas; to ensure sufficient capacity to efficiently process up to 34 million annual passengers. The TCore Project will expand the terminal 180 feet to the west. The security checkpoints will be relocated into the newly constructed space and will initially provide 20 automated screening lanes. Relocation of the ticketing function and technological improvements to ticketing and baggage handling systems will also provide for the more efficient processing of passengers and baggage. The TCore Project also includes major seismic upgrades, and the renewal and improvement of mechanical, electrical, and other systems.
At 20 million annual passengers, passenger and baggage processing areas will become increasingly more constrained, resulting in greater terminal congestion, and limiting landside capacity. The TCore project will provide the needed capacity.
Section 158.24(b)(iii-vii) - The PFC level, charge effective date, charge expiration date, and total PFC revenue
PFC level:
The Port is seeking approval from the FAA to charge $4.50 on passengers enplaned at the Airport for the project included in the PFC application.
Charge effective date:
The charge effective date for this new PFC Application #14 would be July 1, 2036 (the estimated charge effective date for approved PFC Application #13).
Estimated charge expiration date:
The estimated charge expiration date for this PFC Application #14 will be January 1, 2041.
Estimated total PFC revenue under this application:
This application will increase the Port's impose and use authority by $225,000,000. As a result, this application will increase the Port's total collection and use authority to $1,425,914,626.
