Overview and Current Status

The Portland International Airport (PDX) Noise Compatibility Study (Part 150 Study) is part of the Port of Portland's ongoing effort to reduce aircraft noise impacts while operating a vital international airport and regional asset in a growing metropolitan community.

The goal of the study was to evaluate and recommend measures that will aid in reducing aircraft noise impacts to residential communities and other noise-sensitive areas. These measures must be safe, realistic and legal in order to gain FAA approval. The Port had tremendous participation in this effort by airport stakeholders—including the airlines and pilots—business and environmental groups, as well as surrounding community members when the Noise Compatibility Program was in developmental stages.

Current Status
The Port of Portland Commission approved the Part 150 Study recommendations on August 10th, 2005. The study was then submitted to the FAA for review. In December, 2007, the FAA issued a notice—which was posted in local newspapers—giving the general public 60 days for comments. The comment period ended on February 15, 2007 and the FAA now has 180 days to reach a decision on the PDX Noise Compatibility Program. In the interim, the Noise Office will lay the foundation for implementation of the recommendations from the Study. It should be noted that some operational recommendations may require a National Environmental Policy Act (NEPA) prior to implementation.

The Port appreciates the involvement by the community in this important livability issue. We are committed to ongoing engagement of all airport stakeholders in an effort to manage the noise generated by aircraft utilizing the Portland International Airport.

Update – June 2007
The FAA has completed their review of the Part 150 Update. The Port has received the Record of Approval dated June 7, 2007. The Noise Management Department will now begin development of an implementation plan for approved recommendations.
